The project will develop:

Accessibility
to markets
• A framework to identify the different types of rural microregions in terms of their characteristics,development constraints and options, using economic and geographic information and analytical tools,
• A regionalized simulation model of the Peruvian economy (based on economic, social, political disaggregated data),
• A framework to identify the main bottlenecks for each microregion within a market chain analysis of the activities and products with potential comparative advantage, particular attention being paid to overcoming market and government failures,
• A database of alternative solutions for these different types of microregions based on international best practices and solutions to bottlenecks identified through the implementation of pilot projects where necessary, and
• Local capacity building in prioritizing strategies and developing local support for the replication of successful pilot projects and in monitoring and evaluation.

Levels

• A characterization of the main microregions or development domains in the Sierra and Selva
• An analysis of complementary policy interventions, that are likely to eliminate the main bottlenecks that limit current growth prospects in a sample of the different microregions.
• A tool box of recommendations for each of the sampled microregions of the mix of policy interventions that eliminate their particular bottlenecks, including some estimate of costs and benefits.

The project will also develop methodological instruments that will allow project managers to construct baselines, control groups, and other monitoring and evaluation tools.
