Abstract

Community-Driven Development (CDD) boasts many islands of success. However, these have not scaled up to cover entire countries. This presentation considers the theoretical arguments for CDD and summarizes successful case studies in both sectoral and multi-sectoral programs. It examines the obstacles to scaling up like

  • high economic/fiscal costs
  • institutional barriers
  • problems associated with the co-production of program investments
  • failure to adapt to the local context,
  • lack of logistics, and
  • outputs and services by a large number of stakeholders/actors that operate at different levels. These stakeholders act on the basis of subsidiarity, which means that responsibility for all tasks has been devolved to the lowest level that still can effectively manage them.

The presentation offers possible solutions to overcome these obstacles.

The presentation considers ways to reduce costs, counter hostile institutions, overcome co-production problems, use field-testing to tailor to the local context, and provide scaling-up strategies.
