The papers presented at the conference are in draft form and have been circulated for comments and suggestions. The review of the studies by the discussants and the participants will help strengthen these studies before they are released as International Public Goods. More importantly, the workshop will provide opportunities for researchers, policy advisors, analysts and policy makers to share knowledge and learn from each other's research and policy experiences. This workshop is intended also as a meeting point for a network of researchers from the region who can enhance the knowledge base and carry the research on these issues in India forward.
