ABOUT THIS PAPER

In this "toolkit", researchers will find quantitative tools to help them perform risk and vulnerability assessments, specifically three classes of techniques: (1) vulnerability as expected poverty, (2) vulnerabiltiy as expected low utility, and (3) vulnerability as uninsured exposure to risk.. The Discussion Paper proposes various econometric approaches to estimating vulnerability with examples of using vulnerability measurement to design and implement interventions.
