Shenggen Fan is the director of the Development Strategy and Governance Division (DSGD). A Chinese citizen, Shenggen joined IFPRI in 1995. His major research includes technical change, institutional reforms, productivity measurement, effects of government spending and development and poverty reduction strategies in developing countries. He led IFPRI's public investment program before the current position. Prior to IFPRI, he worked for the International Service for National Agricultural Research, and the University of Arkansas. He received his PH.D in applied economics from the University of Minnesota. Both of his B.S. and M.S. are from Nanjing Agricultural University, China.
