| Summary: | through data collected from government ministries and other organizations, working sessions with central and local government officials and various secondary sources, this review sought to identify current government priorities in public spending and how these could be reallocated to bolster agricultural performance. Its chief recommendations were a reallocation of public spending from SOE subsidies towards agricultural research and extension; a shift to charging farmers for irrigation based on water use; and the extension of pilot projects to develop water use associations. These findings were disseminated through a World Bank report and presented at a ministerial-level World Bank workshop held in Hanoi. |
