The research aims to contribute to a better understanding of three main issues:
- How are capabilities acquired?
- How do policies and institutions change?
- What are the pathways towards an improved governance of natural resources?
Research questions:
- How agency capabilities are acquired, what are their determining factors?
- How policies and institutions change and in particular what are the factors of policy continuity and volatility?
- What is the impact of externally funded investment projects on the design and implementation of devolution policies?
- How can devolution policies foster the empowerment of the rural poor?
- What are the conditions under which participatory approaches and decentralization policies empower the poor?
- Implications of the above for development strategies and donors assistance strategies?
